Local Law 152 Information and Frequently Asked Questions

What is Local Law 152?

Hand turning safety shut off valve of a natural gas pipeFor years, the outdated gas piping in many New York City buildings has posed a serious safety hazard. In 2016, the Department of Buildings introduced Local Law 152 in an effort to address this problem. Under the new law, all gas piping systems in NYC buildings must undergo periodic inspections. This is a crucial step in ensuring the safety of both tenants and first responders. In the event of a gas leak, timely inspection and maintenance can save lives. Additionally, Local Law 152 requires building owners to keep accurate records of all gas piping inspections and repairs. This will help to hold landlords accountable for their gas lines and ensure that they remain up to date with the latest safety standards.

Why Did I Receive This Notice?

The gas piping inspection schedule depends on which district your building is located in. After your first inspection, subsequent inspections are due every four years.

The inspection dates for each community district in all boroughs started out as follows:

  • Districts 1, 3, and 10: January 1st, 2020 – December 31st, 2020
  • Districts 2,5,7,13 and 18: January 1st, 2021 – December 31st, 2021
  • Districts 4,6,8,9 and 16: January 1st, 2022 – December 31st, 2022
  • Districts 11,12,14,15 and 17: January 1st 2023 – December 31st 2023

What If Repairs Are Needed?

If any minor issues are revealed during the inspection, the property owner is given 120 days to make the necessary corrections and submit a second certification report. In some cases, major issues may be discovered that require more time to fix. In this case, the property owner can request an additional 60 days. All corrections must meet NYC building and construction codes and standards, and work permits may be required for some repairs. By adhering to these requirements, property owners can help ensure the safety of their buildings and the people who live or work in them.
